What month in 1970 did the California DMV to stop issuing license plates in black and yellow?

In 1970, the California DMV has stopped issuing plates with black background and yellow letters on behalf of the plates with a blue background and yellow letters. There must be a specific date in 1970, before plates were issued black and blue after plates were issued. What was that date? plates ... or perhaps the time had came in 1970 when both blue and black have been issued ...

I suppose, but would probably October since it is the year for most Govenrment offices. But I bought Dart 1962 and had the original plates in black in 1962, I was happy that I have to keep them, adds to the experience to own my car.
